RESPONSIBILITIES

  • Search – Receive – Analyze bidding information: Receive bidding plans from business units and proactively search for bidding opportunities via the National Bidding Network System or other sources. Analyze bidding documents/request for proposals and advise the Board of Directors on bidding feasibility.
  • Prepare bidding documents: Collect and update legal, financial, and experience documents; complete declarations and prepare bidding forms in accordance with bidding requirements. Coordinate with related departments (Project, Accounting, Production, etc.) to finalize bidding documents.
  • Control bidding document quality: Ensure compliance with bidding laws, bidding document requirements, and optimize winning potential.
  • Bid submission and result tracking: Compile and submit bidding packages (online/offline). Track bidding results, receive clarification requests or feedback (if any), report results, and prepare explanations or clarifications when required.
  • Update and archive: Regularly update new bidding regulations and maintain bidding databases. Archive documents and records related to departmental activities.
  • Post-bidding support: Support preparation of negotiation minutes, contract finalization records, contracts, acceptance and handover documents. Work with investors or related partners.
  • Perform other tasks as assigned by management and the Board of Directors.

REQUIREMENTS

  • Bachelor’s degree in Administration, Law, Economics, Business Administration, Information Technology, or related fields.
  • At least 3 years of experience in preparing IT bidding documents (priority for Government, Finance–Banking, or Healthcare projects).
  • Bidding procedures and State regulations on bidding and bid evaluation processes.
  • IT bidding documents.
  • IT project contracts and commercial terms.
  • Acceptance and payment procedures for IT projects.
  • Proficient in MS Word and Excel (document drafting and formatting).
  • Ability to work independently and manage multiple bidding packages simultaneously.
  • Careful, detail-oriented, compliant, and responsible.
  • Strong analytical and information synthesis skills.
  • Dynamic, communicative, and good problem-solving abilities.
